Vinh Phuc strives to complete urban infrastructure in 2020


One of the most important goals of the Resolution of the 16th provincial Party Congress in the term of 2015-2020 set out to strive to build Vinh Phuc to become a centrally-governed city in 2020s. To achieve this objective, in the past three years, the province has issued a number of mechanisms, policies and prioritized resources for investment in infrastructure construction in a synchronized and modern manner, creating a motive force for investment attraction, industrial development, and socio-economic development promotion.

Over 85.8 trillion dong for infrastructure construction

Determining that the planning work must be one step ahead and the planning plays the leading role in leading the development process, in the first year of implementing the Resolution of the 16th provincial Party Congress, the provincial Party Committee, the provincial People's Committee direct all levels and branches to continue to well carry out the planning work, from the master plan on the socio-economic development and branch and field plannings in a synchronous direction from the stage of setting up to review, supplement, adjust, ensure uniformity, feasibility and quality.

According to a report of the Department of Construction, based on the master plan for urban development in Vinh Phuc province to 2030, vision to 2050, on 20/10/2017, the provincial Party Committee issued Resolution No. 04 on building construction. To complete the urban infrastructure system of Vinh Phuc province up to 2025; the provincial People's Committee issued Decision No. 01 of the master plan for managing construction planning and architecture in Vinh Phuc province; at the same time, approve Vinh Phuc Urban Development Program up to 2020, vision to 2030; direct the concerned units to complete three projects on adjusting the local planning in the north, west and south of Vinh Phuc to 2030, with a vision to 2050; three general planning projects with a scale of 1/5000 of the tourist and service areas in the province, including the area north of Dai Lai lake, Van Luc lake area - Bo Lac lake, mountain of God and mountain of Tam Dao.

In line with the master plan, since 2016, the provincial People's Committee has approved many plans for sector development such as Planning on mining of common materials (soil leveling) for the above projects; Planning on developing the network of alcohol production and trading establishments in Vinh Phuc province up to 2020 with a vision to 2030; Planning on developing the network of liquefied gas production and trading establishments; Planning on developing of industrial clusters in Vinh Phuc province up to 2020, vision to 2030. Directing branches to continue to review the approved plannings so as to adjust and supplement in a timely manner; issue and promulgate regulations on managing urban architectural planning in the province as a basis for managing construction investment and construction licensing.

From the approved plannings, the provincial People's Committee has directed all levels and sectors to enhance the exploitation of investment capital sources from the budget, ODA capital, FDI and private capital for the investment of infrastructure in the synchronous direction. According to the provincial People's Committee, in the period 2016-2018, the province has mobilized 85.88 trillion dong for infrastructure construction. Of which, the State budget capital was nearly 20,955 billion dong, ODA capital was 1,022 billion dong, FDI capital was 21,890 billion dong and private investment was 43,140 billion dong. In 2018, Vinh Phuc has spent about 30.87 trillion dong for infrastructure development, equal to 33.3% GRDP, 3.3% higher than the target of Resolution of the XVI provincial Party Congress.

53/63 urban infrastructure projects have been deployed

The Resolution of the 16th provincial Party Congress aims to build urban transport infrastructure, striving to 2020 to complete 3 ring roads, 10 radial roads and inner city routes, with 63projects, project groups.

To achieve this goal, since 2016, the provincial People's Committee has instructed all levels, sectors and localities to speed up compensation and ground clearance for the construction of 53/63 projects, project groups of urban infrastructure, with a total investment of 6,360 billion dong; invest to construct 10 centralized and inner-city roads.

After nearly 3 years implementing the Resolution of the 16th provincial Party Congress, many important roads of the province have been renovated, upgraded, built for the needs of the socio-economic development. Up to now, the province has 24 provincial roads, 330 km long with 100% hardening rate; nearly 90% of rural roads, 100% of district roads are hardened.

Together with the transport system, the electricity supply infrastructure has been paid attention by the province to meet the demand of development. Up to now, the province has over 190 km of high-voltage lines; more than 1,400km of medium voltage lines; nearly 2,200km low voltage line; 3 intermediate transformer stations; more than 2,000 distribution substations; 100% of the communes have been covered by the national grid. The sales of commercial electricity is over 15% per year. Clean water supply system has been upgraded. There are nearly 10 water supply units in the province, with a total capacity of 130,000 m3 / day. The percentage of the urban population provided with clean water is over 72%.

Playing an important role in boosting the socio-economic development in the last three years, the information infrastructure has been continuously invested in a synchronous and modern manner. According to the Department of Information and Communication, there are 5 mobile service providers in the province, with more than 2,240 BTS stations; 3G coverage is 100% residential areas in the province. Up to now, almost 100% of departments, People's Committees at district level, Party organizations at all levels have invested in the construction of LAN and fiber optic Internet connections and specialized data communication networks; 100% of branches and branches have synchronous electronic information gateway with provincial information and communication portal. Three common applications include: Document management and administration software, official e-mail system, electronic information gateways that are applied for management, operation and efficient operation of agencies, unit. The electronic one-stop shop, online public services, online conferences are put into operation. This is an important corridor to build e-government in the province.

According to the provincial People's Committee, Vinh Phuc has created competitive advantages in attracting investment and industrial development from investment and development of infrastructure. Until the end of September, the province attracted more than 1,000 investment, including over 700 DDI ones with the total registered capital of nearly 70 trillion dong; over 300 FDI ones with USD 4 billion. FDI projects come from 16 countries and territories, focusing mainly on the industrial sector. Until the end of 2018, the province will have 310 FDI projects with more than USD 4.3 billion and the period of 2016-2020 to attract USD 1.7 billion.

To basically complete the urban infrastructure of Vinh Phuc in 2020, creating a solid foundation for Vinh Phuc to become a living place in accordance with the master plan for development of Vinh Phuc urban center up to 2030 with a vision to 2050. , Chairman of the provincial People's Committee Mr. Nguyen Van Tri said, “From now to 2020, the provincial People's Committee will direct the relevant units to prepare conditions for development planning of Vinh Phuc province to 2030, vision to 2050; speed up the elaboration and evaluation of general planning of grade-V urban centers under the overall program on construction and development of Vinh Phuc urban center; detailed planning 1/500 scale urban development. At the same time, continue to implement the Resolution No 04 of the provincial Party Committee on the construction of infrastructure of Vinh Phuc urban center to 2025; focus on speeding up the compensation and ground clearance, creating a clean land fund for investment attraction; mobilize resources for the construction of large and important works for the socio-economic development, striving to raise the percentage of urban population to 37.5% by 2020.
