Closing in 2018 with many difficulties and challenges, the agriculture sector of Vinh Phuc has still gained impressive results, not only achieving and exceeding most of the set targets but also adding imprints when forming production areas, export of large-scale goods, models linked from production to consumption bringing high economic efficiency.

Sharing the achievements of agricultural production, the representative of the Department of Agriculture and Rural Development affirmed, “With the right direction, supportive mechanisms and policies suitable to practical needs, last year, the sector of agriculture has continued asserting the role of supporting the province's economy when creating impressive new breakthroughs, not only gradually changing production forms, moving from small to large scale, transferring restructure crops and livestock in the direction of promoting the potentials and advantages of each locality, but also intensifying the application of technical advances to create clean, quality, commodity, advanced products and bringing high income for people. As a result, in the end of 2018, the province's agricultural, the field of forestry and fishery production was estimated to increase by 3.89% compared to the same period of 2017, being the highest growth rate of the industry in the last 3 years.”

Important contributions to the above results must include livestock. As soon as the pork market started to rise again, thousands of livestock households have actively re-found and sought output for products. In addition, mechanisms and policies to support Sector Restructuring under Resolution No. 201 of the provincial People's Council continue to be implemented. The prevention and control of epidemics of cattle and poultry has been well implemented, not allowing dangerous infectious diseases to occur in cattle and poultry. The price of animal feed has relatively been stable; the prices of meat, eggs, and dairy products were quite high, farmers raised profits, creating motivation and encouraging breeding households to invest and develop production. The value of livestock production for the whole year was estimated at VND 5,360 billion, up 5.02% compared to 2017.

In cultivation, although the total area of ​​annual crop planting in the province decreased by 2.8% compared to 2017 because of changing the purpose to develop industry, trade, transport infrastructure, and residential infrastructure. However, the productivity of most crops has increased, bringing the province's cultivation value to 3.80 billion VND, up 2.6% compared to 2017. In addition to the efforts of bringing the proportion of quality rice varieties accounted for above 70% of the total area of ​​rice cultivation in the province, so far, in some localities in the province, there has been a model of renting fields to produce concentrated fruits and vegetables, linking with the value chain with VinEco and some other companies with high economic efficiency, and at the same time, forming cooperatives specializing in fruit and vegetable production, linking the consumption of products for the high production value such as: Visa Cooperative, Van Hoi Green, Vinh Phuc Safe Vegetables ...

The program of building a new countryside, with the synchronous participation of the whole political system and the efforts of people, in the end of 2018, Vinh Phuc had 103 communes satisfying new rural standards, accounting for 92% of the total number of communes in the province.

Motivation for development

In the picture of agricultural economy in the province last year, it can be seen that one of the most prominent highlights is the strong participation of farmers and businesses in implementing real projects and programs on agricultural production with high technology application. The model of joint ventures and links between businesses and farmers has been developing strongly. Up to now, the province has 208 cooperatives and 59 enterprises, including 3 FDI enterprises operating in the fields of agriculture, forestry and fisheries; 9,036 agricultural, forestry and handicraft processing establishments in 112 communes, wards and towns.

For example, Vinh Hung Agriculture - Forestry - Environment Joint Stock Company in Hoi Hop ward, Vinh Yen city with a model of production linkage and supply chain of clean products. Starting in 2016, the company has invested in building a net house system of nearly 5,000m2 with a membrane system of nearly 5,000m2, equipped with automatic sprinkler system and synchronous lighting to produce vegetables for high economic value such as spinach, cabbage, tomato, herbs...

Agricultural products of the Company are present in the convenient store system of VinEco, in Hanoi, Vinh Yen city and surrounding areas, meeting the requirements of increasingly strict quality of customers. The average monthly revenue of the Company is about VND 300 million.

De Heus Vinh Phuc factory is one of three FDI enterprises investing in the agricultural sector in the province. With a total initial investment of 35 million USD, the design capacity of about 400,000 tons / year of high quality animal feed for cattle, poultry and aquatic products, after 3 years of construction, improvement and upgrading of the production system line, De Heus Vinh Phuc has become the most modern animal feed production plant in Vietnam, the bright spot of De Heus Group, that not only ensures a stable income for 250 managers and employees, each year, the factory also contributes about 10 billion VND to the State budget.

More importantly, however, these businesses have been creating a pervasive, stimulating agricultural production and farming households towards professionalism, process-based production, improved quality and safety of food production for agricultural products. Households instead of small, fragmented production now have cooperated with enterprises according to modern technical processes, selecting products to meet market demands, thereby improving quality and value on the area of arable land.

Many coming big goals

According to the leaders of the Agriculture and Rural Development Department, Vinh Phuc agricultural picture, despite being positive, to create a new step, especially in the process of international economic integration will be a big challenge with the provincial agriculture sector. In fact, agricultural production is fragmented, small, lack of cohesion, unstable agricultural output; the quantity of agricultural products signed by consumers with farmers is still low ... is a barrier for the growth of agriculture and the enrichment of farmers.

To achieve the goal of building a comprehensive development of agriculture towards modernity, sustainability, commodity production, agricultural and fishery development towards ecological urban, high-tech application, pushing strong production in the value chain, environmental protection, improving the competitiveness of agricultural products, Vinh Phuc’s agriculture is striving to bring the average growth rate of production value in the period of 2018-2020 to reach 3, 5 - 4% / year; the average income per capita in rural areas by 2020 will reach 40 million VND / person / year; the rate of trained workers will be 50%.

 In 2019, the industry will advise the provincial People's Committee to focus on reviewing and supplementing mechanisms and policies to encourage production development; strengthen production linkages between farmers, cooperative groups and cooperatives from production to consumption, gradually bring agricultural production to a larger scale with high added value; continue to change the structure of crops, especially ineffective rice-growing areas to plant high-value crops; building a large model field model, producing safe vegetables and fruits according to VietGAP, high-tech agricultural zones in some areas with conditions. At the same time, encourage organizations and individuals to link animal husbandry with a chain of ensuring food hygiene and safety to improve output efficiency and stabilize consumption markets; promote the application of good aquaculture practices, certification and traceability to key products.
