In the afternoon of November 19^th, the leaders of Vinh Phuc and Tochigi had a meeting on discussing and proposing specific cooperation contents to deepen the cooperative relationship between the two provinces in the coming time.
Attending the meeting, on behalf of Vinh Phuc province, there were comrades: Hoang Thi Thuy Lan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Duy Thanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, Vice Chairmen of the Provincial People's Council and the People's Committee; leaders of related departments and branches.
On the side of Tochighi Prefecture, there were Mr. Fukuda Tomikazu, Governor of Tochigi; Mr. Sato Ryo, Chairman of Tochigi Council; representatives of Tochigi administrative agencies and some Japanese businesses.

On behalf of Vinh Phuc, Secretary Hoang Thi Thuy Lan welcomed the delegation to Vinh Phuc and believed that with the potentials, strengths and goodwill of the mutual cooperation, the two localities would continue to have practical and effective cooperation activities for the common prosperity. The Secretary of Vinh Phuc also proposed that in the coming time Vinh Phuc and Tochigi would promote comprehensive cooperation in all fields, making practical contributions to the good relations between Vietnam and Japan.
At the meeting, Chairman Le Duy Thanh informed the delegation about the province's socio - economic development situation over the past time and emphasized that the province is ready to create favorable conditions for Japanese businesses in general and Tochigi ones in particular to learn about and decide to invest in production and business in the province, especially in the fields Vinh Phuc has potentials and strengths.

At the same time, we proposed a number of cooperation contents that need to be implemented in the coming time such as: Continue to effectively implement friendly cooperation activities between the two sides in depth and substance; open representative offices in each province; participate in economic, cultural, sports and tourism events of each province and regularly organize cultural and sports exchange activities between the two provinces.
Tochigi Prefecture continues to support Vinh Phuc in organizing investment promotion programs in Japan and in Tochigi; support the organization of training and professional improvement programs for officials and civil servants of Vinh Phuc to study and learn about economics, policy planning, public management...
On behalf of the Tochigi delegation, Governor Fukuda Tomikazu thanked the warm welcome of Secretary Hoang Thi Thuy Lan and leaders of Vinh Phuc; expressed his impression on the socio – economic development results and unique cultural features of the province.
Recognizing and appreciating the cooperation proposals of Vinh Phuc province, the Governor believed that this meeting would contribute to promoting the cooperation between the two provinces in the coming time, strengthening closer links, aiming for long-term development, especially in the economic field.
